How to choose
They are the same product on every cloud - an amount, thresholds, and a list of who hears - so choose by what the budget can be scoped to (a tag, a folder, a compartment tree) and by whether it can notify an automation channel as well as a mailbox. Then check the default for credits: a budget that counts them measures your runway, not your spend.
When not to use
A budget is a notification, not a limit. Nothing on any of these clouds stops spending when the threshold is crossed; the automation that does - capping a project, stopping a fleet - is yours to build on the channel the budget publishes to.
