Cloud Eye alarm rules with the SMN topic that makes them reach people. Works with Terraform and OpenTofu (>= 1.6), huaweicloud provider >= 1.60, < 2.0.

An alarm with no topic notifies nobody; the topic is created here and subscribed by the addresses you name.

One breach is noise; three consecutive periods, then an hour of silence.

Resources are named by dimension.
